Why You Still Can’t Pick Up Cargo After Telex Release? 5 Key Reasons Explained

Why You Still Can’t Pick Up Cargo After Telex Release? 5 Key Reasons Explained

In international ocean freight, Telex Release is designed to simplify the cargo release process and avoid delays caused by mailing original Bills of Lading.

However, many exporters mistakenly believe that “Telex Release = immediate cargo pickup.”
In reality, shipments often arrive at the destination port, the carrier confirms release, yet the consignee still cannot collect the cargo.

This is a common issue in global logistics, usually caused by multiple hidden bottlenecks.

1. Telex Release Instruction Not Received at Destination

The most common issue is that the destination agent has not received the official release instruction.

Possible reasons:

  • Forwarder failed to submit release in system
  • Only verbal confirmation was given
  • System delay during peak shipping seasons

👉 Result:
Cargo cannot be released despite Telex confirmation.

2. Incomplete or Incorrect Customs Clearance Documents

Telex Release only transfers cargo ownership, not customs clearance.

Common issues:

  • Missing invoice, packing list, or certificate of origin
  • Cargo details mismatch (description, quantity)
  • Incorrect consignee information

👉 Result:
Customs will not release the shipment.

3. Unpaid Destination Charges (Very Common)

Outstanding charges will block cargo release, including:

  • Terminal Handling Charges (THC)
  • Demurrage
  • Detention
  • Local handling and agency fees

⚠️ Important:
For LCL shipments, if one party hasn’t paid, the entire container may be held.

4. Manifest Data Mismatch or Not Filed

Cargo release depends on consistency across:

  • Carrier manifest
  • Customs manifest
  • Forwarder declaration

Common problems:

  • Missing manifest submission
  • Data not updated after changes
  • Consignee tax ID not registered

👉 Result:
Shipment is blocked by customs system.

5. Consignee Qualification Issues

The consignee must meet import requirements:

  • Valid import license
  • Proper tax registration
  • Not blacklisted by customs

👉 Even with Telex Release, cargo cannot be collected.

✅ Conclusion: Telex Release Is Not Enough

Telex Release is a necessary but not sufficient condition for cargo pickup.

To ensure smooth delivery, you must guarantee:

✔ Release instruction is properly transmitted
✔ All customs documents are complete and accurate
✔ Destination charges are fully paid
✔ Manifest data is consistent across all systems
✔ Consignee is fully qualified for import
